Combine the water and oil and vanilla in a jug and mix.
Sift the flour and baking powder into a bowl, stir in the sugar and pour in the liquid mixture. Stir in the grated apple and raisins and add enough milk for the mixture to be of a dropping consistency.
Finally add a dash of vinegar to create a light fluffy reaction.
Spoon into muffin cases and bake in a 190 degree oven for 10 - 15 minutes.
